Traveling to Tulum with a smaller budget is doable. The currency in Mexico is Peso and 1 USD= 18.09 Pesos.
1. How to reach to Tulum:

-From Mexico City Airport (MEX) to Cancun International Airport using Romeo2Rion the cheapest 1 way flight ticket starts from $55.78.
-Getting into Tulum is relatively easy. After getting to Cancun International Airport and then you’ll take a bus or shuttle from Cancun to Tulum because the journey takes an hour and a half.
-You can also book ADO Bus because is affordable and you book Ado bus to Tulum at the Cancun airport once you land.
-Many places in Tulum accepts card payments and you can still find ATM’s in downtown Tulum and also at many hotels.
-December through April is the high season in Tulum and its warm sunny and beautiful however it is always full of people.
-Mostly you find that prices are much cheaper during November or the beginning of May which is season or off-season.
2. Stay:
-Start booking yourself accommodations on Airbnb.com, to book your tickets trip to Tulum use Cheapflights.co.za
-Tulum can be on affordable travel destination. Tulum in general is a more expensive destination to visit in Mexico. The most cheapest places are mostly affordable in Tulum town and the beach part is the expensive one.
-Pay about $25 to $40 per night for accommodation and from $4 to $10 for a good meal.
-For an affordable budget to Tulum you’ll want to stay in Tulum Town which is about a 10 minute drive from the beach area.
-Book at Copal Tulum Hotel and Amelia Luxury Residences in Tulum Town but i suggest them both because you can pay under $25 per night for accommodation which you all search on Airbnb.com.
3. Activities to do:
-You can rent out bikes from OLA bikes, its a fun way to explore the area. They also offer taxis at a certain price to take you anywhere you want to go and they give out discounts if you keep using the same driver.
-Many people that goes to Tulum which are travelers they spend less than $60 per day.
4. Food:
-Tulum Town has delicious authentic restaurants and local shopping at a much more affordable price compared to the beach side.
-Food and Drinks are where people spend more money but if you want to save money on food i suggest you eat in Tulum town, because the prices are cheaper.
There's amazing restaurants and Coffee shops which are very affordable.
5. Places to explore:
-Visit either Amansala, Ziggy’s or La Zebra with an entrance fee of $40 which they also sell food and drinks.
-You don’t pay any entrance at Ziggy’s as long as you can buy something from inside.
-La Zebra is only $50 per person but the entrance fee changes every year sometimes you find that there’s special.
-There’s other free beaches you can relax from without paying which are Las Palmas Public Beach and Playa Paraiso.
-To book local tours you should check on Airbnb.com where they offer a tour for only $35 each.
-Tulum beach zone entrance range from $8 to $16.
-I suggest you visit Gran Cenote which opens at 08:00am and go there in the morning to avoid crowds. The entrance fee is only $25.
-Tulum is a nice place to take pictures and to experience that you should visit Tulum Ruins and Chichen Itza Ruins.
-The Tulum Ruins are in town and the entrance fee is only $4.56 and $2.94 for the Nation Park.
-If you feel like visiting Chichen Itza you should as it is one of the New 7 Wonders of the world.
